City Tour of Monitoring Survey for accepting Highly Skilled Foreign Professionals〜Winter 2024〜／高度外国人材受入モニター調査市内視察ツアー 〜2024冬〜
Semboku City has been engaged in the “Project for Promotion of accepting Highly Skilled Foreign Professionals”, funded by The Vision for Digital Garden City Nation (Local development promotion type) with the aim of revitalizing the local economy by supporting foreign engineers, foreign students and other highly skilled foreign professionals and providing them with opportunities for activity and growth. As part of this project, a monitoring tour of the city was conducted from 21 (Sat) to 23 (Mon) December 2024, and 4 international students from International University of Japan in Minamiuonuma City, Niigata Prefecture, where approximately 90% of all students are international students, visited Semboku City. Please see details of the tour provided below.
【Day 1 Saturday 21 December 2024／第１日目 2024年12月21日（土）】
１）Orientation (City Hall, Kakunodate building)／オリエンテーション（市役所角館庁舎）
During City Tour orientation, after an overview of the tour, the international students participating in the tour introduced themselves. This was followed by an introduction to Semboku City.
視察ツアーのオリエンテーションでは、ツアー概要を説明したあと、ツアー参加者の留学生より自己紹介を行いました。その後、仙北市の紹介を行いました。
２）Theatre Education Experience (Akita Art Village)／シアターエデュケーション体験（あきた芸術村）
At the Akita Art Village, the students experienced a performance training programme run by the theatre company Warabi-za. Through Theatre Education, a workshop using theatrical skills, the international students participating in the tour and the accompanying members of the management team were also able to deepen their interaction.
あきた芸術村では、劇団わらび座が実施する演研修プログラムを体験しました。演劇的なスキルを用いたワークショップのシアターエデュケーションを通して、ツアー参加の留学生の皆さんと運営側の同行者との交流も深めることができました。
３）Social gathering (Akita Art Village)／懇親会（あきた芸術村）
To deepen the friendship, Social gathering attended by the deputy mayor was held at Akita Art Village Onsen Yupopo on a membership fee basis. The reception started with a toast by the deputy mayor and participants enjoyed craft beer, Tazawako Beer, while getting to know each other better.
親睦を深めるため、副市長が参加する懇親会を会費制であきた芸術村温泉ゆぽぽにて実施しました。副市長の乾杯で懇親会が始まり、クラフトビールの田沢湖ビールを楽しみながら、懇親を深めました。 
【Day 2 Sunday 22 December 2024／第２日目 2024年12月22日（日）】
４）Facility tour（Tazawako Snow Resrot）／施設見学（たざわ湖スキー場）
The visit was made to introduce Tazawako Snow Resort, one of the largest ski resort in the prefecture. The group toured the ski slopes and the facilities in the rest house. Although they only had a tour this time, the international students liked Tazawako Ski Resort and expressed their desire to come back in order to ski.
県内最大級のたざわ湖スキー場を紹介するために訪問しました。一行は、スキー場のゲレンデやレストハウス内の施設を見学しました。今回は見学のみでしたが、留学生の皆さんはたざわ湖スキー場を気に入り、また改めて来て、滑走したいと感想を述べていました。
５）Visit to Museum（Lake Tazawa Kunimasu Trout Museum）／ 田沢湖クニマス未来館見学（田沢湖クニマス未来館）
Navigated by Director Taguchi, international students visited Lake Tazawa Kunimasu Trout Museum, and listened to a talk on the ecology of Kunimasu, the state of Lake Tazawa in the past and the history of the extinction of Kunimasu. The students actively asked questions and seemed to have deepened their understanding of Lake Tazawa and SDGs initiatives through the story of the Kunimasu.
田口館長の案内でクニマスの生態及び往時の田沢湖の様子、クニマス絶滅の経緯の話を聞き、田沢湖クニマス未来館を見学しました。留学生の皆さんは積極的に質問を行い、クニマスの話を通して、田沢湖やSDGsの取り組み等についての理解を深めたようでした。
６）Lunch・interaction with local businesses (Garden Café Kimoto)／昼食・市内事業者との交流（ガーデンカフェＫｉｍｏｔｏ）
t the lunch venue, Garden Café Kimoto, international students had lunch while interacting with Ms Kimoto, a cookery expert and a restaurant manager. The students seemed to be very satisfied with the brightly coloured dishes, which were made from local ingredients.
昼食会場であるガーデンカフェＫｉｍｏｔｏでは、料理研究家である同店の木元さんと交流しながら、昼食を摂りました。地元食材にこだわり、見た目も鮮やかな料理に、留学生の皆さんは大変満足している様子でした。 
７）Tour of Samurai Residence (Ishiguro-ke Samurai Residence)／武家屋敷見学（武家屋敷「石黒家」）
In order to let the international students know the attractions of Semboku City as a tourist destination with its traditional streets and culture, they visited Ishiguro-ke, Samurai Residence in Samurai Residences, which is selected as an Important Preservation District for Groups of Traditional Buildings by the Japanese Government. The owner of the residence, Mr Ishiguro, guided the students around the residence, and they actively asked questions.
伝統的な街並みと文化がある観光地としての仙北市の魅力を知ってもらうため、国の重要伝統的建造物群保存地区に選定されている武家屋敷通りにある武家屋敷「石黒家」を見学しました。当主の石黒さんの案内で館内を見て回り、留学生の皆さんは積極的に質問をされていました。
８）Visit to the Global Employment and Start-up One-Stop Centre (ORENCHI)／グローバル雇用・創業ワンストップセンター見学（ORENCHI）
International students visited Semboku City Global Employment and Start-up One-Stop Centre, which is located in Co-working Space ORENCHI in front of Kakunodate Station. Mr Kochihira, President of Yumeijin Co., which is entrusted by the city with the operation of the One-Stop Centre, gave an introduction to the Centre and exchanged views with the students.
角館駅前のコワーキングスペースORENCHIに開設されている仙北市グローバル雇用・創業ワンストップセンターにて、ワンストップセンターの運営を市より受託している㈱遊名人の東風平社長よりセンターの紹介を行い、留学生の皆さんと意見交換を行いました。
９）Living experience （Farmer's Guesthouses）／生活体験（農家民宿）
To stay at Farmer's Guesthouses, which are one of the attractions of Semboku City, international students were divided into two different guesthouses: Farmer's Guesthouses Kamado and Guesthouse Jinkichi. They were very satisfied with the experience of living in Farmer's Guesthouses, such as making Kiritanpo (mashed rice wrapped around skewers and grilled), and with the warm hospitality of the innkeepers.）
仙北市の魅力の一つである農家民宿等に泊まるため、留学生の皆さんは、農家民宿 かまどと民宿 甚吉の２つの宿に分かれて泊まりました。きりたんぽ作り等の農家民宿の生活体験や宿主の温かいおもてなしに大変満足している様子でした。
【Day 3, Monday 23 December 2024／第３日目 2024年12月23日（月）】
10）Joint Job Matching Event（City Hall, Kakunodate building）／合同企業マッチング会（市役所角館庁舎）
International students participated in Joint Job Matching Event, where 6 companies in Semboku City exhibited. In addition to 4 international students participating in the tour, 2 international students from within the prefecture also took part in the event. After presentations by each company, the students were divided into booths for individual consultations. Participants commented that it was very useful to be able to talk at length with companies in the city.
市内企業等６社が出展する合同企業マッチング会に参加しました。合同企業マッチング会には、ツアー参加の留学生４名に加えて、県内留学生２名も参加しました。出展した各企業からのプレゼンテーションが行われた後、各企業のブースに分かれて、個別相談会を行いました。参加者から、市内企業とじっくり話すことができて、大変有意義だった等の感想を頂けました。
11）Introduction of TAKKO MaaS initiatives（City Hall, Kakunodate building）／TAKKO MaaS取り組み紹介（市役所角館庁舎）
East Japan Railway Company, which is entrusted with the MaaS commercialisation planning and operation for international school personnel, introduced TAKKO MaaS, a mobility service for International people that was in demonstration operation from August to November, and exchanged opinions with international students. The students commented that, instead of offering just 1 day pass, it would be good to offer 2-3 day passes at a discounted rate to encourage visitors to stay in Semboku City longer.
インターナショナルスクール関係者向けのＭａａＳ事業化企画・運営業務を受託している東日本旅客鉄道株式会社より、実証運行を８月～11月に行った外国人向けの移動サービスであるTAKKO MaaSの取り組みを紹介し、意見交換を行いました。留学生の皆さんからは、1日乗車券だけでなく、2～3日乗車券を割引料金で提供し、仙北市に長く滞在してもらうのが良いのではないかという意見がありました。
１２）Review of the tour（City Hall, Tazawako building）／ツアー振り返り（市役所田沢湖庁舎）
The concluding review of the tour was held at the City Hall Tazawako Building with the participation of the Mayor and Deputy Mayor, where international students presented their impressions of the tour. We received some very helpful comments from the students that Joint Job Matching Event in the morning was very informative and that they would like to consider employment in Semboku City, which gave us a sense that the tour had produced some positive results.
ツアーの締め括りとなる振り返りは、市長・副市長が参加して市役所田沢湖庁舎で実施し、留学生の皆さんからツアーの感想などを発表してもらいました。午前中の合同企業マッチング会が大変参考になり、仙北市での就職を検討したいというありがたいコメントも頂き、視察ツアーに一定の成果を感じることができました。
